Dr. Nobuhiro Okuno is the president of the Nagoya Urban Institute, chairman of the National Land Planning Council of Japan's Ministry of Land, Infrastructure and Transport, and a member of the National Resilience Council. He graduated from Kyoto University's graduate school in 1967 and{ the same year became a research assistant at Kyoto University's Institute of Economic Research. Two years later he became an assistant professor at the School of Economics, Nagoya University, getting a doctorate in public economics.} He attained full professorship at Nagoya University in 1989 and in 1997 became the dean of the School of Economics and Graduate School of Economics. After serving as vice president of Nagoya University, he was appointed professor of the School of Economics at Chukyo University in 2004 and, a year later, the dean of the university's School of Public Policies as well as an executive director of the Umemura Educational Institutions.
